LAHSA Responds to RAND Analysis of Homeless Count Methodology

The Los Angeles Homeless Services Authority (LAHSA) has addressed recent comments made by Louis Abramson, a researcher at the RAND Corporation, regarding the methodology used in the upcoming 2025 Homeless Count. In an article published on October 21, Abramson suggested that LAHSA’s approach may not adequately account for the most vulnerable populations among the homeless.

LAHSA oversees the Greater Los Angeles Homeless Count, which encompasses over 3,000 census tracts throughout Los Angeles County. The methodology employed for this count has received approval from the U.S. Department of Housing and Urban Development (HUD), ensuring consistency with national standards. This standardized approach is essential for effectively monitoring trends over time.

Both LAHSA and the RAND Corporation’s assessments highlight a critical finding: homelessness in Los Angeles County is on the decline. While the Homeless Count serves as a vital tool for measuring homelessness, it is not the sole determinant for service planning.

Paul Rubenstein, Deputy Chief of External Relations at LAHSA, emphasized the importance of year-round data collection. The Homeless Management Information System (HMIS) collects real-time information about individuals experiencing homelessness, detailing their specific needs and circumstances. This continuous data stream allows LAHSA to make informed adjustments to service delivery, particularly in the context of limited funding.

The HMIS data is accessible to funders and plays a crucial role in driving funding decisions. Rubenstein expressed the agency’s openness to constructive criticism and collaboration, inviting RAND experts to participate in future homeless counts. LAHSA also announced an upcoming request for proposals (RFP) for a technical partner for the 2027-2029 counts.

Collaboration and comprehensive data utilization are vital for addressing homelessness effectively. Rubenstein stated, “We welcome critical analysis and the opportunity to compare findings with RAND. Together, we can enhance our understanding and response to homelessness in our community.”

As LAHSA prepares for the next count, the focus remains on leveraging all available data to serve the needs of the homeless population in Los Angeles County more effectively.
