Port Neches Councilmembers Announce Candidacies for Mayor’s Seat

Two councilmembers from Port Neches, Texas, have declared their intention to run for the mayoral position following the passing of Mayor Glenn Johnson last week. Terry Schwertner, serving as Place 5 Councilmember and Mayor Pro Tem, and Robert Arnold, Place 4 Councilmember, both aim to fill the unexpired term.

Arnold’s decision to run necessitated his resignation from the council, a position he held until 2027. Conversely, Schwertner will retain his seat, as his current term ends in 2026 and state law permits him to run without stepping down.

During a special council meeting on October 22, 2025, officials approved the calling of a special election to fill the mayoral vacancy, which is set to last until the end of Johnson’s term in 2027. The council plans to convene again on October 28, 2025, to amend the election ordinance, incorporating the Place 4 unexpired term into the ballot.

Filing for the mayor’s position opens on October 23, 2025, and will close on November 3, 2025. Those interested in running for the Place 4 seat can begin filing on October 29, 2025, with the same deadline. Application forms are available at Port Neches City Hall, located at 1005 Merriman Street.
