Northbound traffic on I-270 in Maryland is set to experience significant changes as the state begins the installation of ramp meters on February 24, 2024. The Maryland Department of Transportation State Highway Administration (MDOT SHA) announced that crews will install these traffic signals on 16 on-ramps from I-70 in Frederick County to the Capital Beltway in Montgomery County. The new system aims to reduce morning commute times by as much as 30 minutes.
The ramp meters will operate daily, approximately between 04:00 and 23:00. The signals will control the release of vehicles from each lane, allowing one car at a time to enter the highway. This method is designed to alleviate congestion by breaking up groups of vehicles that can cause traffic flow disruptions on the mainline.

According to the February 19 press release from MDOT SHA, the ramp metering initiative is part of the I-270 Innovative Congestion Management (ICM) project. “This project is just one example of how technology and innovative solutions can reduce congestion and make a safer, more reliable commute for tens of thousands of Marylanders every day,” stated Will Pines, the State Highway Administrator.
The implementation of ramp metering is not a novel concept for I-270. The ICM project previously introduced similar traffic management tools in 2021, leading to observable time savings in subsequent analyses. A case study conducted by the National Operations Center of Excellence indicated that the combination of geometric improvements and ramp metering yielded up to 31 minutes of travel time savings on certain segments, with approximately 13 percent of that improvement directly linked to the use of meters.

When the ramp meters were initially introduced, public reactions varied. While state officials reported savings of around 10 minutes in specific areas, some commuters expressed concerns that the new signals sometimes resulted in longer wait times on the ramps themselves.
