Independent Oversight Body Established for Nevis Sustainability Zone

UPDATE: An Independent Oversight Body (IOB) has been established by the Federal Government of Saint Christopher and Nevis to review the controversial application for the proposed Destiny Special Sustainability Zone in Nevis. This urgent move follows the formal submission of the application by the Nevis Island Administration on January 29, 2026.

The IOB, mandated by the Special Sustainability Zones Authorisation Act, 2025, will operate independently of the Prime Minister’s Ad Hoc Advisory Committee, which is currently assessing the legislative framework surrounding the Act. While the advisory committee focuses on the law itself, the IOB is tasked with conducting a structured, evidence-based review of the application.

The IOB’s first meeting is scheduled for February 20, 2026, and is critical to determining whether the developers meet the necessary statutory prerequisites. These include evaluating the developer’s financial, organizational, and technical capabilities as well as the project’s alignment with the long-term interests of the community and the environment.

This review process is essential, as the government emphasizes that the establishment of the IOB does not equate to approval of the proposed zone. It signals a commitment to transparency, constitutional compliance, and responsible governance, amid heightened public scrutiny regarding the sustainability zones.

The IOB is composed of representatives from various national institutions, including faith-based organizations, labor, business sectors, and professional associations. This diverse composition reflects the government’s dedication to inclusive governance and ensures that multiple perspectives are considered in the review process.

As the IOB prepares its report, other relevant government bodies are also conducting reviews. These evaluations will summarize the application’s compliance with statutory requirements, identify any potential risks, and recommend necessary safeguards.

The Federal Cabinet will assess the IOB’s findings in conjunction with other ministerial analyses before deciding whether to proceed with the proposed Development Agreement. If approved, this agreement will require ratification by the Nevis Island Assembly and the National Assembly, ensuring that the public has access to the proposed agreement before any parliamentary debates occur.

This development marks a significant moment for the people of Saint Kitts and Nevis, as the government seeks to ensure that every application is scrutinized thoroughly and fairly, free from bias or premature conclusions. As the future of the Destiny Special Sustainability Zone hangs in the balance, the outcomes of these reviews will be pivotal for the region.

The establishment of the Independent Oversight Body underscores the government’s commitment to uphold the rule of law and prioritize the long-term interests of the community over speculation. The rigorous examination process in place aims to foster trust and confidence among the public, ensuring that decisions made reflect the true needs and aspirations of the people of Saint Kitts and Nevis.
