Born on August 4, 1944, Smith was a lifelong resident of Garland, known for his unwavering commitment to public service. His tenure as a commissioner significantly shaped the town’s infrastructure, with improvements to roads, public buildings, and cemeteries reflecting his dedication.
During his final town meeting in 2020, Smith expressed gratitude for his role in the community, stating, “I appreciate being part of this town where I was born and raised.” His niece, Mary Smith, highlighted his relentless work ethic, saying, “He never stopped trying to do whatever needed to be done and doing for others. My uncle had a heart of gold.”
