ERCOT Lowers Blackout Risk as Texas Winter Weather Improves

In a recent ERCOT report dated December 9, 2023, experts noted that while the outlook is improved, the threat remains if conditions similar to the 2021 freeze arise again.

ERCOT CEO Pablo Vegas emphasized the importance of weatherization efforts implemented by Texas lawmakers post-2021. He stated, “The weatherization program is one of the best defenses we have against extreme weather, and the industry has been responding to those requirements very well.” Compliance with weather-hardening rules has risen sharply, ensuring that most power plants can quickly address any issues.

Independent analysts like Joshua Rhodes, a research scientist at the University of Texas at Austin, support ERCOT’s assessment. “Looking at the numbers that ERCOT put out, it looks pretty good,” Rhodes said. However, he cautioned that “there’s always a chance that something goes awry.”

Vegas noted that while renewable energy sources, particularly solar power, have expanded, they are less available during peak winter demand times, primarily in the early mornings and evenings.

The rise in battery storage capacity—quadrupling since December 2023—has become a game-changer for grid stability. Batteries are now able to supply power during high-demand periods when solar generation is limited. Rhodes highlighted the significance of this technology, stating, “They’re dispatchable. They can be called on whenever.”
