UPDATE: Downtown Clearwater is poised for a transformative construction boom, with groundbreaking on multiple major projects just around the corner. Key developments include a new hotel, high-rise apartments, and essential infrastructure upgrades, set to revitalize the area and accommodate an increasing influx of visitors.
Officials have confirmed that construction will kick off soon, focusing on major enhancements along Osceola Avenue and other vital downtown locations. A new 10-story hotel featuring retail space and a parking garage will rise on the eastern edge of the park, right next to the Clearwater Main Library. Another significant addition is a high-rise apartment complex on the site of the former city hall, poised to meet the growing demand for housing.
Alongside these developments, a new parking garage with nearly 400 spaces will be constructed across Osceola Avenue, which will also receive a substantial makeover. The urgency of these projects is underscored by the recent success of the $84 million redevelopment of Coachman Park, which has already attracted over 336,500 attendees since its reopening in 2023.
Residents and commuters should prepare for traffic changes as southbound lanes on North Osceola Avenue have shifted to share the north lane just south of Drew Street. This adjustment is part of the city’s efforts to accommodate upcoming developments while maintaining accessibility.

Clearwater City Hall: Construction is already underway on a new city hall located at 200 S. Myrtle Avenue. This part of a $31.6 million civic redevelopment project will feature a modern, two-story building spanning 40,000 square feet. Phased move-in is expected between August and September of 2026.
PSTA Clearwater Station: The Pinellas Suncoast Transit Authority (PSTA) broke ground in August on a new multimodal transit hub. Slated for completion in early 2027, this modern station will replace the outdated Park Street Terminal and include electric vehicle chargers, bike racks, and improved safety features.
The Harborview Hotel: A new 158-room hotel will soon rise at the former Harborview site. Construction is expected to take 21 months, and the hotel will boast a rooftop bar, offering a fresh dining and entertainment option for visitors.
Osceola Avenue Parking Garage: Set to break ground later this fall, this 397-space public parking garage will include electric vehicle charging stations. Expected completion is targeted for December 2026.
Bluff Apartment Development: A significant 28-story multipurpose building will commence construction in January 2026. This development, located near Coachman Park, will feature approximately 400 rental apartments and around 10,000 square feet of retail space, providing vital access to the downtown waterfront. Completion is anticipated by April 2028.
Osceola Avenue Roadway and Infrastructure Improvements: Beginning in early 2026, this project will enhance Osceola Avenue from Court to Drew streets. Upgrades will include new sidewalks, improved drainage, and updated lighting, culminating in enhanced accessibility and safety for all downtown visitors.
