EightCAP Celebrates 60 Years of Empowering Local Communities

EightCAP Inc., a community action agency based in Orleans, is celebrating its 60th anniversary this month. Established in 1966 as part of a national initiative to combat poverty, EightCAP has significantly enhanced the quality of life for residents in Gratiot, Ionia, Isabella, and Montcalm counties through a diverse array of services. These include housing assistance, early childhood education, weatherization, and emergency financial aid, among others.

The organization’s mission is deeply rooted in the importance of community relationships. President Lori Johnson stated, “For 60 years, EightCAP’s work has been rooted in relationships. This anniversary is about more than looking back; it’s about honoring the people, families, staff, volunteers, and partners who have been part of our journey.”

Amy O’Brien, the Communications and Development Director, elaborated on the agency’s evolution, emphasizing its responsiveness to the changing needs of the community. “Grounded in compassion and driven by collaboration, EightCAP remains committed to helping people achieve stability, opportunity, and self-sufficiency,” she remarked.

Legacy of Volunteerism and Community Engagement

EightCAP has a longstanding tradition of volunteerism, with many staff members dedicating decades to the organization. Notable long-serving volunteers include Rosie Fisk, who has been involved for 46 years, and Joan Tobias, who has contributed over 26 years to working with children. The agency also remembers Lloyd Walker, a former weatherization manager and three-time mayor of Greenville, who played a significant role in the organization’s governance.

Founded during the national “War on Poverty,” EightCAP was created with the aim of empowering local communities. According to O’Brien, “The agency was grounded in the belief that everyone deserves the opportunity to achieve economic stability and self-sufficiency.” This foundational mission continues to guide their operations as they adapt to the needs of the communities they serve.

Over the years, EightCAP has expanded its programming in response to local challenges. The agency now provides services that address immediate needs, such as housing and homelessness support, while also tackling long-term barriers to success. Noteworthy expansions include early childhood education initiatives, weatherization programs, and services for veterans and families facing economic hardships.

Impact on Families and Individuals

EightCAP currently offers a wide range of programs designed to support families and individuals across its service areas. This includes Head Start and Early Head Start programs, which together serve 426 children and 384 families. The focus on early education is pivotal, as O’Brien explains, “These services help strengthen working families. Approximately 69% of Head Start families and 81% of Early Head Start center-based families are employed, demonstrating that access to reliable early childhood education supports parental employment and household stability.”

Housing assistance has also been a major focus, with 613 individuals receiving emergency aid totaling more than $1.27 million. The agency has responded to over 6,521 housing hotline calls from individuals seeking assistance, collaborating with 295 community partners to provide comprehensive support.

In addition to direct assistance, EightCAP’s senior volunteer programs have played a crucial role in connecting older adults with families in need, fostering community ties. For instance, the foster grandparent program currently has 40 active volunteers supporting 906 children through mentorship.

Despite the successes, EightCAP faces challenges common to many rural communities, including economic downturns and rising housing costs. O’Brien noted that meeting the growing needs of families with limited resources remains a significant hurdle. The agency continues to adapt by building strong partnerships and listening to the community’s needs.

As EightCAP marks this significant milestone, the organization looks forward to continuing its mission. “Our proudest successes are measured in the lives changed and the trust built within the communities we serve,” O’Brien concluded.
